newbie question regarding fog

Hello,
I am very new to all of this.

I want to create the beams of two headlights in air that's humid so there's a bit of a foggy aspect.

I'm using a spotlight.
Should I use an area light?
I'm attaching the binary file perhaps someone can lead me in the right direction.
